In highway and bridge operations, violation passes are the most complex and most critical dimension of revenue management. Detection of vehicles passing without a valid HGS tag or with insufficient balance, penalty calculation, notification, enforcement tracking and ultimately collection — every one of these steps requires the coordinated operation of multiple systems.
How Does the Violation Pass Process Work?
1. Detection and Recording
Violation passes detected through the license plate recognition (ANPR) system at booth cameras are recorded in the pass system database. Vehicle owner information is queried through the license plate.
2. Pre-Penalty Collection Period
In the first phase, the vehicle owner is given the opportunity to pay without penalty. If payment is made during this period, only the toll fee is collected. The relevant receivable is created in SAP FI and is closed automatically after collection.
3. Penalty Collection and Notification
If no payment is made during the pre-penalty period, the legal penalty is added and the notification process begins. At this stage, the integration between SAP and the notification management system kicks in.
4. Enforcement Tracking
If no payment is made despite notification, the file is opened for enforcement tracking. This is the most critical point of the legal tracking integration.

- Lawyer performance: Collection success rates are reported by region and lawyer
